  1. The Ministry of the Environment (MOE) issues its Certificate of Approval for wind farms without taking into consideration residences located on participating lots. Should owners be allowed to sign a waiver that exposes them to unreasonable noise and as a consequence causes them to suffer health effects? Certainly not. What if there are tenants living in the homes? The Ontario EPA doesn’t allow for “unreasonable interference”. Why then do the MOE’s noise guidelines? Landowners who sign lease agreements should satisfy themselves that they have recourse if the wind farms end up being noisier than what is recommended by the World Health Organization.
